Morality does not require religion, but it seems to me that immorality does require religion. There is a perverse rationale that many heinous people make that "god will forgive", or "this is what god wants". IMO, "love thy neighbor" is the only commandment that matters.

They will try this again. They will try the same thing in other states. The state and county election boards are the weak link in a functioning democracy. They are run by good meaning folks who are not expecting to be attacked by litigation. Staying in power is easy if you can decide who votes.

To the house members that voted against releasing the report, ethics is a distant lower priority to staying in power. They will retain their majority only by maintaining absolute unity. Defeating that mindset will require their opposition to think the same way.
