It was the only way (they thought at the time) to make Canada competitive. That created a "we need people" problem, which Trudeau Jr is now being blamed for but most don't realize the Premiers have to ask the Feds for an increase in immigration. Anyway, we have ventured far from the original thought

I think you better go check out what happened in the late 70s early 80s and see what happened to create those deficits. Hint hint. It has to do with oil and gold and where Canada was in mining and the industrialization process of these materials. Those tax credits made Canada competitive.
