Yes to both questions. I live in the Pacific Northwest and iced tea is generally served plain brewed. You add sugar to your preference (or not at all). I believe it is served pre-sweetened in the South and it can be called Sweet Tea or just Tea.

My state conducts annual statistical surveys for all libraries in the state and makes this data available- I believe all state libraries do this. I am a librarian in King County, Washington and thankfully our system relies almost entirely on local funds.

It varies by library system, but many take very little federal $ for direct services. IMLS (fed) funds a lot of grants for museums and libraries. I am sure that is going to be a target.
