In addition to Congress being the place that makes the laws, pretty key thing, the constitution explicitly says Congress gets to create the postal system. It’s not left implied that that comes under law making generally. The President has no power to unilaterally abolish it and move it to commerce.

OH HELL NO. This is my favorite rule. It requires that if a wheelchair is lost, it be transported to wherever the user is staying; that if it is damaged, the user be able to choose where it is repaired; and many, many other things that make a huge difference to wheelchair users who fly.
