Unfortunately, if they are arrested, the cases will get tossed by someone in Justice (what a misnomer) making a call, or merely raising an eyebrow, when the military acts unethically--we citizens don't have armored tanks, so we're gonna lose anyway.

You missed on this one big time. Had you bothered to read the transcript or listened to it on NPR, you would realize they clearly said that the reason it was a non-event was because IT staff across the world identified it, made sure we knew about it, and put in a concerted effort to mitigate it.

This was a completely different context. We spent all of 1998 and 1999 wondering if the lights were going to come on in January 1, 2000. Nothing at all similar to a terrorist attack, and a very weak comparison. I'd suggest you listen to a little more NPR to sharpen your critical thinking skills.

And that is exactly what the news article said, if you'd listened to it. It was a non-event because people identified the issue and took action to mitigate it. That's exactly what NPR said on the air. So don't "dammit NPR." Wrong target.
