That's totally normal public transit behaviour. Now if he was watching it with a privacy screen and headphones I would actually have called the police, personally.
I don't have an iPhone, but I'm pretty sure regular subway noise would drown out my android phone. I mean, it's rude either way, but a quality speaker blasting the Shapiro voice could vault it up into sociopathic territory.
when i worked in the box office at a movie theatre there was a manager who would do this during slow periods. just come hang out in the box office and play right wing radio out loud on his phone. these dudes are DESPERATE to be confronted

Real talk though... This thing isn't uncommon in "Blue NYC" these days and it's been building for some time. I hear the "dumbest" Libertarian takes on the subways from many in the under 35 crowd. I literally was listening to Behind The Bastards no earbuds and guy asked if it was Shapiro.
Hey! There’s also equally awful dudes listening to it in a doctor’s waiting rooms without headphones, the gym without headphones, hiking trail with a bluetooth speaker, and on the bus without headphones.
I cannot describe how nuts the urge to share your audio with the carriage / restaurant etc etc drives me.
