We're afraid of poor people.
Someone should do a study ASKING people what circumstance put them on the streets, and what obstacles they've encountered trying to rectify that problem. I bet they'd tell you.
People tend to draw their own conclusion (based on how they prefer to see the world) and then look to a pod cast or "news corp" for affirmation.
The article states that Denver has high housing costs.
Was the money enough to actually cover those costs and food?
And if some is living on the streets they would be more likely to use that money for food than for housing.

Maybe Dave's agenda is just making sure that there is more clarity in reporting but he sure doesn't actually bother to talk about the study's conclusions when calling results "disappointing" and the mayor correct for defunding the program

I would suggest looking into the "Million Dollar Murray" case and ask, why not pay $12,000 per year to prevent $1 million over two years in pointless spending.

So it's just that everyone in the study was likely to improve their situation, with or without the money.
This seems to be the key here: the base rate of re-entering housing was ignored by in the media coverage.
We need to stop calculating human lives in terms of dollars, really.
The prison and Rehab lobby is the only one against it. 30-200K per year.
