Some kind of compression suit top with trunks and a skirt could work like Envy from FMA.
Think Antonio Banderas' Zorro, some Pirates, or a very archetypal spanish telenovela character.
In the 2b outfit, you have the chest & back windows and the slit in the skirt to show the absolute territory, but it's enhanced by what they've chosen to cover. The sleeves, boots, gloves and neck make the exposed areas feel more exposed.
Like, if you're confident in your shoulders and midriff then you might hang a jacket off your shoulders with a turtleneck tank cropped at your belly with skinny jeans.

If u don't go with a skirt like 2b u could have that leg part as either an angled shirt where part of ur side is shown. Or shorts where 1 leg is at the thigh and 1 is knee.
