Actually, Trudeau went out on a surprising high because Trump began to threaten Canada's sovereignity, and Carney rode that same wave to win the election. Pierre was on his way to winning up until Trump stepped in screwed up his chances. His downfall began before Trudeau was replaced by Carney.
