My understanding is that Dolan attended the Republican Convention, and I suspect plenty of catholic clerics encouraged a Trump vote on basis of the abortion issue. The bishops knew well what Trump would do, and they said nothing prior to the election. Now trying to regain a skerrick of credibility.

A latae sentientae excommunication can be as quick as complicity in any mortal sin. But formal excommunications take longer, because they need to establish a consistent and open pattern of unrepentance after numerous attempts at correction. The goal is to reconcile, not to shun.

Excommunications are also not intended to be permanent unless the excommunicated person wants it to be. They are encouraged to still attend Mass, but just not partake of the Eucharist until they’ve made a proper confession and taken necessary steps to correct their behavior.
