No, she's right. There is a lot of fraud there, though. It's mostly insurer-side: it doesn't necessarily harm patients (I have friends who love their Advantage plans), but that doesn't mean the plans aren't overcharging the government.
He asked because AOC has been painted as a radical leftist who wants to take a hatchet to the government since she took office. So Inskeep's assumption is: "You want to destroy things, you just don't like who is doing it."

I read it as an acknowledgement of what a lot of right wing people who listen to propaganda think about the "squad" - that they're terrorists who want to destroy things. This question fits into that framing of what kind of rep AOC is.
I didn't listen to the whole thing, so I take you at your word that other questions sucked. But this question reads to me like "Tell me what's wrong with DOGE" -- and that's a layup for her.
No, it's "wouldn't it be a good idea for a president to go break stuff randomly, even if maybe different stuff from DOGE?" And the answer to that is, fuck no. It's both entirely illegal and very very stupid.

Such a scam. I took over the care of my elderly grandfather after my mom unexpectedly passed and found out real quick that Medicare advantage is a scam. They didn't want to pay for anything. Getting basic care for a 96 year old man was ridiculously difficult.
AOC is extremely good at this and infinitely more thoughtful than her critics give her credit for. sheβs a way more impressive policy thinker than the Serious Adults in the Problem Solvers Caucus
there's nothing inherently bad about Medicare advantage being privately administered. people spend food stamps at private grocery stores. there's no reason whatsoever that the government should administer something just because it pays for it.
