The "playing both sides of the horseshoe to target the same targeted group" is a *CLASSIC* "Active Measures" tactic (actually described IN Dugin's "Foundations of Geopolitics")

It would also match things I've occasionally seen with sockfarms/botnets on Xitter (the "playing both ends")

They are targeting areas of Michigan that have many Muslim voters with ads saying Kamala stands with Israel. I mapped the targeting and it is very specific. They are targeting an area outside of Flint that has a major mosque (but no other parts of Flint). Blue dot is the Dyewood Islamic Center

A clarification (somewhat correction) - Hamtramck is an independent city, not part of Detroit. It is an enclave and is surrounded by Detroit but has separate gov and is majority Muslim. Unfortunately the mayor endorsed Trump too
