I'm not using chrome so I don't know the exact process, but make sure you enable the downloads icon to always show, then whenever something like this happens, click on the downloads button and then the folder next to it. It'll open finder in the right directory and highlight your file.

It's user error. All web browsers default to %userprofile%\Downloads\ being the download location on Windows. It has to be changed from that by the user.
That location is even pinned in Quick Access by default in Windows so it is easy to find.

Having been there many times… go back to your browser and open the download history (if the icon isn’t there, it’s in the menu). If I’d did download there should be an option to “show in folder”.
I have mine set now to ask me WHERE I want it before saving, which means I don’t have to move it later.
