Late to this, sorry, but my main concern on this issue revolves more around NCBI repositories, like GEO, because they are massive and not mirrored anywhere else.
You'd think that would be kept going, but sadly we're learning fast that nothing can be assumed right now! 😢
@europepmc.org does have all* of PubMed indexed (and indeed partners with PMC for full text) - in addition to other sources (incl. for preprints).
OpenAlex (https://openalex.org) and Lens (https://lens.org) similarly include all* PubMed records, as does @openaire.bsky.social (but less easy to filter in webUI)
I assume some people have setup daily downloads from their FTP sites in case of this... most other informatics type stuff the NIH does is mirrored/replicated elsewhere and outside US borders.
I mean, if it helps, I have fairly large chunks of NCIt stuff stored locally on my work computer, as do many others in the company, because we use it all the time and local copies are reliable and their site has been shonky for years...
