the only way to do so is to pull the drugs from the market. FDA doesn’t set rules on how drugs are prescribed. Market pull triggers a fuck ton of instant litigation though.

He could demand changes to Medicare/Medicaid formularies to exclude the target drugs from reimbursement. (Litigation ensues.)
