Like it or not (I don't), functionally we have a two party system in the country. There's a big fucking difference btwn a state deciding whether to put the green candidate on the ballot and the GOP candidate.
I mean, Dems this year showed you can swap out a candidate simply because he sounds old.
If Congress wanted a single federal eligibility agency they could make one, but they haven't. Why does that mean no one can decide?
