The US can absolutely rebuild whatever it loses during this time. We've built world-class universities rapidly before, and we know the necessary ingredients. I am deadly serious: you could assemble a whole lineup of new world-class US universities in five years if you had a govt determined to do it.

Mostly because you have no clue what the majority of admin by numbers do and don't understand research.
If you want to do anything at a modetate to large scale, you'll need an admissions processing group, financial group, and registrar.
Research at scale requires lots of outside funding, which means a grants managment office.
Chemistry, some physics, and lots of engineering (also fine arts and theater) need safety specialists.
Janitorial services and building/grounds maintenance will be needed.
Because then we've got *vastly* more to worry about.
What's your resource base for building this university?
Are you creating the US's first federal university?
A state school in a rich state?
A private school like the LSE that you bring up elsewhere?

It took decades to build up world class universities, when we had the entire free world wanting to come here and lots of money poured into it (1940-1970). Unis are complex systems.
The last two times we built universities rapidly, we benefited from brain drain out of authoritarian regimes in countries that had invested in academia.
This time, academics are draining out.
