Not gonna happen. The film (as with the musical and book) is (legally) based on the original 'The Wonderful Wizard of Oz's by L. Frank Baum. The book is in the public domain, the '39 movie is not and a representation of an original actor would be too strong a connection for copyright.

I think there is pretty much a 0% chance of this considering the Wizards of Oz movie rights are still owned by Warner. The Wicked Musical and movie are being very careful to not get in trouble by infringing on that IP.
