I think the correct thing is for state governments to pass legislation to seize federal employment taxes to make up the promised shortfall and put them directly to their own coffers.

It has to be done, because the only thing that will change the game if the federal government becomes totally corrupt will be for the states to push back. Time to summon the Democratic Governors Association.

I respect the principle, but not paying payroll taxes to IRS won't work.
If you are responsible for $10000 in federal income tax, you remain responsible even if state government seized $10000 from your paycheck.
The IRS won't respond by going after the state govt, they will simply garnish *another* $10000 from you. Plus interest and penalties.
But that doesnt make your debt go away, so now you'll have to write them another check.

How exactly are you planning to prevent someone from writing a check to the IRS or a business logging into an IRS website to send a payment?
Essentially the state would be the payroll service provider for every employer in the state.
