Not yet. The ridiculous part is that the $1B isn't even federal money, it's local District of Columbia dollars. The Senate did vote unanimously to restore it, but the House is out of town until the 24th. They need to vote on it, could attach riders, and Trump still needs to sign off on it.
Yeah, it does suck. But the problem originally stemmed from the House budget, and Speaker Mikey Johnson, whose Republicans conveniently just left out the usual language about the District budget. Damn Schumer for lots of reasons, but at least he shoved this through.
3/ As I was telling someone today recent events have shown us how rapidly a renegade President can become essentially a dictator of the executive branch. And under current law DC is more or less a federal agency that a bunch of people happen to live in.
Important to clarify that that is not actually the case, but it was until 1974, and there's a bill in Congress now that would repeal the Home Rule Act (with no actual plan for how to transition back or what the legal status of anything would be)

As I suggested earlier today, it feels like Martin has struck a deal with the DC police — binds but does not protect, protects but does not bind — and it’ll require some DC beat reporting from people with sources in the city-as-city, not just the federal city, to work out what it is.
As a 71 yr. old lifelong progressive, my instinct is to hold a historically-massive protest march in DC. But I remember that trump has expressed admiration for what happened at Tianenmen Sq. What organizer would want to be responsible for that level of martyrdom. But then again, it may come to that.
People need to ask US Justice Department or White House spokesperson Barbie why Americans should follow the laws if it appears the US Justice Department and Trump Administration appear to be ignoring them, or making their own rules?
