The neoliberalism, the cultural conservatism, etc, that you’ve listed — these all emerge as part of the segregationist reactionary movement of the 1970s and early 1980s.
I suspect you’re talking about Cal; if so, um, yeah.
(Several dimensions is fitting for the scholar who really pioneered recognition of intersectionality as a concept.)
The closest I've ever experienced was teaching in the UC system in the early 90s, and having kids who'd done a year or two at their local CC, with NO STIGMA. It was so great. They came in prepared, and weren't just there to party.
I got a PhD in 99, and left academia because there were no jobs, I was in debt, and I had people to support. I LOVED teaching, and went back as an adjunct for a bit a few years ago, but the whole system is so incredibly screwed up.

That may have been the *result* but the motivation was to increase college income & attendance without spending tax $ (have students get loans). In the 60's industry needed more tech & higher educated ppl.
I'm not discounting racial bias in education. I'm saying charging "tuition" isn't an indicator (by itself) of racism.

College tuition was affordable (I worked my way thru) but my children couldn't because tuition had increased (due to bills noted above).

It's been my go-to "while people are so racist..." story since I read the book.
