If you have a device that CAN run Apple Intelligence you need to turn this off as well as the general Apple Intelligence setting.
Settings > Screen Time > scroll down to Content and Privacy > turn on Restrictions > Intelligence and Siri > turn off the first three options

Apple Intelligence must be disabled for every app... going into the app settings and then disabling 3 - 4 toggles, for every damn app. Also, the Siri BS combined with this...
This is a pure UI dark pattern.
I kinda miss XP Pro, honestly.
I'm running Sonoma 14.4.1 and the 'intelligence' started arriving with macOS Sequoia 15.1, so I think I'm safe.
At least, on this computer. I'll check the work PC on Monday.
Which leads me to believe no restrictions are the default. Including having ChatGPT integration turned on!
