It says, "the world without Cesars" which toughly translates in modern parlance to "a world without kings" Jay is demanding a world without kings in defiance of Zuck basically calling himself one.
Not sure how the quote goes, but I suggest it's closer to 'a world without Caesar'. The middle word is SINE, which is Latin for without. Ah, yes, it means 'A World Without Caesars'.

It's funny how as soon as I saw the T-shirt, it got my attention, and even if I don't know Latin, but being Latino, I was able to understand it right away, know the meaning and wanted one. Too bad they are out of stock.
