We may not be able to charge Trump criminally for these actions, but that does not mean the courts cannot block them. If the Trump administration refuses to comply with court orders, then we have a constitutional crisis for which the only remedy may be impeachment for “failure to execute the laws”.

But there are other disease specific databases with equally sensitive info. I was in Federal consulting, so had colleagues working on several of those databases. Worked on HHS-CMS projects with the big databases. There are a shit-ton of other, smaller Db's with similarly sensitive info.
They found it..the CMS Claims Database. Have a client supporting CMS. They have access to a totally anonymized, 5% download for purposes of drawing samples for audits and research. No one but a few have direct access. No more, I guess.
