You shouldn't be able to complain about a noise that is older than you/predates your presence in area. It should be that simple, your noise complaint should automatically fail if the noise is 'the laundrette that was here when I moved in'.

Logs full of noise complaints. Particularly aggrieved that pilots had to train to fly at night.
They even rang up when we had a Met Police helicopter overhead investigating a possible intruder.

Even the vast majority of pub noise complaints are dealt with by "no drinks outside after 11" or "can you turn it down a skooch my good man"
