Dems' legislative leverage here is minimal. They should gum up the works where they can, but the war has to be fought primarily on the terrain of attention and public opinion rather than procedure.

I keep seeing this take, but 2018 was a blue wave year, in 2020 Biden won by 4.5%, and Trump left office with an approval rating 20pts underwater.
