This seems like something within the Gates foundation and other groups capability to fill the gap. (But of course that's easy to say when I know nothing about funding.)
Sure a pandemic with a pathogen causing 50% mortality might change their mind, but don't underestimate these signals.
All we can do is take personal steps in hopes we or others won't become a statistic. Masking, social distancing, air filtration, etc.

And we're doing a real vaccination trial with Innovax-ND-H5 until 2027. So hopefully the torch gets carried on for the benefit of all.
Govt was funding the trials needed for a proven platform to produce a vaccine against what will be a new (to humans) pathogen. And it would have been that much closer to ready if & when human transmission starts.
Moderna can ramp up production in a hurry. It is so much easier to ramp up (same platform used for many other mRNA payloads) than with other vaccine technologies.
But they can't do it if the trials to show safety and effectiveness haven't happened yet.

It's already transmitting across species and killing. The current vaccine for the birds themselves is apparently too expensive to even bother offering the option. We really needed this.
