Important to note that these are non-persistent mines, i.e. when their battery runs out they can no longer explode. Russia is still using persistent mines.
I have a different POV. I think Biden understands what's coming, and is trying to give Zelensky some leverage in the coming trump giveaway of Ukraine to his bud Putin. Bad idea? These people have endured, and courageously faced, Russia. If it helps them hold their own....

If something isn’t done to help them soon, there won’t be any children left when the fighting is over. I hate this war also, but Russia is going to decimate them if they don’t continue to have help and they didn’t ask Russia to come to free them from the “Nazis “

Then that may be the point. Plant them on the Russian side to protect Ukrane's border. Russians aren't standing up to their dictator's crimes. Ukrainians want autonomy. The choices become ugly after years of conflict.

Fact is the Russians have sadly been using these all other Ukraine and Ukraine may want anything they can get to slow the Russians or use the explosions in them on drones. The Russians have deployed so many mines in Ukraine it's insane!

Russia's mines are persistent and recklessly put civilian lives at risk.
I think that's an important difference that should be highlighted.
It's not like America is laying them down despite Ukraine's insistence otherwise, they're asking and we're delivering.
