22% had record for minor, non violent, crimes like shoplifting or trespassing.

In France we have "contravention (violation)" (like a small speeding ticket), délit (offense) (like stealing a car) and "crime" (crime ?) (like murdering someone).
We don’t have national police or gendarmerie. We have ICE but ICE only deals with immigrants—and ICE doesn’t enforce criminal law, only civil law.
