Basically, While larger bureaucratic governments are not necessarily ideal. Excessively small, Autocratic governments are probably several orders of magnitude worse.
So why DON'T they?

Avoiding the worst of fascism depends on massive protests now. Not easy. But worth it.
You don't fire everyone who's been hired in the last 2 years unless you want the whole place to disappear.
But I am 100% opposed to a President making this decision unilaterally without Congress
