No, but, dog collar material is really easy to get. It's just strap. Also easy to see if you have a machine. Extending a dog collar lengthwise and moving the clips around is trivial work. And then you could put the words in the front/etc.
I used to work at a high end pet store and we got these super cute pet toys from a company whose URL was petplay(dot)com. I could never explain why I found it funny to my coworkers.
