Pretty sure you thought of this one and if you are doing dime bags, perhaps my plan isn't a good one?
Maybe staples and tearaway bag corners?

Might even work with ... paperclips? And have the top of the bag pierced by the paperclip...
Otherwise, fold some light card over it and staple that in place. Then you've only got to fix card to the poster.
If a hook is almost closed at the top, then it won't blow off.

Also maybe brads on the poster, and small strings on the bags where you can hang them onto the brads might work
