PR is better imo. Ranked choice also tends to lead to a two-party system like in Austalia. PR is the only voting system where people just vote how they want and then their vote directly translates into what the government looks like. Also single-party majorities would then become extremely rare.

And Washington D.C., with population something over 680,000 gets none as does Puerto Rico with a population over 3 million. And another quarter of a million live in the American Pacific islands excluding Hawaii with no representation.

I don't think the popular vote means the majority vote, which is 50% + 1. For me, the popular vote means the option with the highest vote count, which in the 2024 election was Trump. It does not account for overall population or count of people who did not vote. At least that's my interpretation.
