This is a competitive advantage as it allows American firms access to the cheapest and most diverse input materials globally.

Tarrifs are not levied on overseas corporations.
Tarrifs are levied on the goods as they arrive and paid by the American importer. These costs are then added and passed on to the next buyer in the chain - retailer, wholesaler or end customer.
The other countries buy goods from the US. Again trade.
The problem is that corporations moved production to countries with a cheap workforce.

The only reason to have tariffs on countries is that they have tariffs on you, or that you want to pressure them to have workers rights, and environmental protection, and democracy, and things like that. None of which USA has.
So USA should really just drop all tariffs on everyone.
