We’re not a modern society without due process, but this is a weird edge case. If convicted of a crime you send them to jail, but if proven to be dangerous and you want to deport, the issue is Venezuela won’t take them back.

Andy is right: convict them, deport them, if we're "at war" somehow, put them before a military tribunal. The Constitution gives ALL people the right to due process.
No human deserves to be treated like this.
