And to be clear, the FDIC doesn’t make laws. They enforce existing law. As a result of the sub-prime mortgage crisis in 08, big ABs medium sized banks are required to keep a certain amount of liquidity in relation to their loan book. Another law would have to be passed in order up undo that.
