Colleagues, including my partner, with years of service at the agency. Some Permanent POs reclassified as Probationary. Exceptional scientists who were former professors at major institutions, and came to NSF to serve the community and ensure science thrives in the US.
I'm so sorry. I was supported by the NSF in grad school and during my post-doc and never imagined we would have leaders with so little understanding of what makes America great.

I am furious and heartbroken. Every single PO I have interacted with at the NSF was nothing short of exceptional at their job. And completely devoted to serving the scientific community. The best of the best. I dread where we are headed now.

This is a legitimate question though, the normal rule is a single one-year probationary period. There are reasons someone might repeat a probation, but someone with previous executive branch federal service should take a hard look to see if their HR screwed up and made them repeat it by mistake.
This is also happening with people at NOAA and DOI who are transferring to new positions as existing GSers or moving from contractors into civil service; one of my former students just almost got lost in the latter. NSF though has also had univ faculty serving sabbaticals as program director… /1

Less incarcerated and enslaved prison population, as we in the US have more people locked up and working for pennies on a dime (slave labor) or for no compensation at all, people wjo go to prison in the US provide labor that is exploited by for profit prisons. So not only do the prisons themselves
Profit (the property owners, the stakeholders, the employees, and so on)
Some people benefit so much from the enslaved labor in US prison systems that they likely owe a huge portion of their profits to the people who’ve been exploited in order to gather all these material gains and hoard them.

Every day I read about this stuff it brings me back to the summer I got lucky enough to get a job on an NSF grant. (It's also when I found out that NSF research was exempt from the minimum wage law!)
