I can't help but think, since I stopped contributing to the dairy industry, that switching to alternatives like oat milk or all of the others (come are better for the environment than others) would be better in many ways, and there would not be the issue of animal disease

Correct. These are just samples from each herd, taken for herd monitoring, whose milk will be pasteurized (unless it is to be sold as raw milk, a tiny minority of all milk sold and clearly labeled).
