How do I know? Because "the president sent the CIA to release it" is just as plausible, relies on the exact same (slightly better) evidence and is sexier as conspiracy theories go.

That's not an unlikely headline at this point.
What you want to do is make sure there's very little chance of more horses escaping.
This should be conducted by those who operate the labs, with oversight by those with expertise.
...And there's no reason to not do that anyway.

However, one would *respond* to a lab leak by tightening precautions on labs working on infectious disease worldwide.
There's no reason not to review and update lab biosecurity measures AT ANY TIME.
