That's a very weak effort. Australian health authorities managed to at least get hold of some normal-looking Irish people to model for pictures on fag packets.
Also, it objectively does not look stupid does it? That is - without doubt - the coolest duck anyone has ever seen, and I feel ducks are comparatively high up the cool animal list to begin with. Blobfishes exist.
Yes - and imagine how much cooler they would look if they were human! Did you consider that, Minnesota Department of Health? Because you really should have.

Controversial take, but I don't think that duck's actually smoking. I'm not -- I admit -- an expert on how exactly beaks work, but I'm not sure you could inhale from a cigarette at that angle.
Not a beak expert but am a bit of an expert in human respiratory mechanics. I assume there's some similarity given they're both mammals.
Inhalation occurs due to negative pressure ventilation. Contraction of the diaphragm and intercostal muscles increases the volume within the intrathoracic cavity
causing a drop in pressure creating airflow into the lung. Ultimately, that would still occur with ducks and I can't see why the flow of smoke would be affected by either the bill or the cigarette's angle.
Largely though, I'm hoping I'm wrong and I get an angry reply from a duck ventilation expert.
But why does the cigarette make the dog look endearing, and make you want to invite him out for a pint, whilst the duck now looks like it is likely to kill you?
It's 1996. Your best friend just bought Tekken 2. On your way over you stop at Blockbuster to buy the new Minnesota Department of Health album titled "It looks just as stupid when you do it". Life is good.
Serious point: people in authority thinking that the best way to get something done is to tell ordinary people they're stupid, explains a lot about the mess we're in today.

Sure smoke weed or whatever, but tobacco for the nicotine, madness.
Cool.

Us country folk have been terrorised by this kind of loutish behaviour for far too long
In my day, the ducks were all well behaved and ate bread, none of this fancy smoking lark
Yes, I am 86, why do you ask?
