Just spitballing here, but I bet it's something close -- someone's small child who can't read ate dough (snuck it when parent was distracted), kid got sick, parent either sued or threatened. Lawyers said just fucking pasteurize it already, this is now totally foreseeable. Bam.

oh i've always known you shouldn't. when i was little i thought the risk was raw egg rather than flour, but to this day have never encountered anyone who got sick from licking a bowl. my grandmother didn't stop me bc she'd done it her whole life too.
