The United States appears to be in violation of the Budapest Memorandum which disarmed Ukraine of nuclear weapons in exchange for security guarantees. The agreement signed by the US in 1994 specifically prohibits economic coercion against Ukraine.

NSA Mike Waltz said US support for Ukraine is contingent on a date being agreed upon by Russia & Ukraine for "peace negotiations." (Ukrainian capitulation to Russia) This coercion appears to be a direct violation of the Budapest Memorandum. Will the US honor section 2?
