I wrote this a few years ago, so the references won't be up to date, but the argument holds. As you say in point a, they speak in all these online references as if everyone is so familiar with them that they need no explanation or context.
Anyone who looked into it found that the green energy grants had a positive return similar to venture capital funds, but "some winners, some losers, net positive" isn't a criticism.
