PayPal is updating their ToS to let themselves give your data to merchants starting in November and they're certainly banking on people not knowing to opt out, SO to opt out before they start:
go to Settings > Data & Privacy > Manage shared info > Personalized shopping, and toggle that shit off

if you're not in North America it may not be applicable (especially if you're in the EU, GDPR regulations should prevent this from happening for you)
I have all the cookies and marketing turned off though (and some of it wasn't already).
Thank goodness we've got consumer regulations & watchdogs with teeth.

There is a little toggle switch there. Mine was already off, but be wary of them turning it on without warning.
With no luck… they don't have to give you the option.
Tho that said...not like they'll have much to sell on me, since I don't use them. At least there's that.
