STOP this American BS we know what city we are in, we do not need a Hollywood sign.
Having only driven through Saskatchewan but having lived in Banff, I can say without a doubt that the two places don't look much alike.

They filmed it in Edmonton because Vancouver had so many productions going on they couldn't get the locations they'd need in the timeline they needed.

Instead of a fixed letter sign, purchase a digital sign. It could say "Vancouver" when there's no filming happening there and changed to say "Seattle" or "San Francisco" etc as needed. Charge film companies a fee to change the name, which can be used to pay for the sign.

What purpose would it serve? Reminding stoned tourists of what city they are in?
Charge filmmakers a modest Retraction Fee, flip a switch, the letters vanish beneath the earth. Restore the sign once the shoot has completed. Cash the check.
Should pay for itself fairly soon.
If that's been a filming hotspot, it's going to be gone.
Seems cost is the biggest issue though.
They could shoot above the sign or cover it for the shot
