Given his medical issues, making him sleep in those prison beds, and in those cold cells, is torture. They don't have to do much for his life to be hell.
I heard about it from someone who works mental health in my state's system. They have had a hell of a time hiring adequate help because a lot of these management companies underbid and still try. They also tend to subcontract to the same people currently working in prisons now, just offer lower pay.
So, it tends to bleed a lot of folks out of working this difficult industry at the expense of services.
It happens in areas other than just healthcare. This is why prison slave labor access (as an income source) is valuable to for-profit prisons to make up the potential cost overruns.
And then, there's the monstrous topic of RACE and the prison system. In terms of getting attention, both Mangione and Weinstein have an advantage there - as well as both having wealth and fame/notoriety. Beyond that - Mangione has SO MUCH more potential to engage the public and make "good trouble".
Many for-profit prison corporations are forced to compete on price instead of costs... for essentially the same bureaucrats doing the same things. It leads to regulatory corners being cut instead. All prison regulations generally have a reason or court case.

And then they respond by yelling out of their windows to a reporter who happens to be close enough to hear them. It’s completely unexpected and I think they’re reacting to being able to communicate with the prisoners like that—live investigation if you will—when that typically isn’t possible.
This is not surprising. States contract with private companies to provide healthcare, and the healthcare prisoners receive is atrocious. No one cares because no one cares about prisoners, but they are part of this fight too.
I remember that story about a prisoner who was told to use sugar on her caesarian incision. "Atrocious" isn't a strong enough term for the absolute disregard prisoners experience.

Medical debt themselves, directly, probably not. Medical debt of their parents and grandparents forcing their families to make tough decisions, put off or refuse care, sacrifice non-essentials, lose homes - definitely a contributing factor for many incarcerated people.
e.g. grandma's in a nursing home and they "recover" all her assets after she dies, including her house where the family may live. Parents are trying to pay other medical bills so no tutoring, guitar lessons, or therapist for the troubled teen of the family because of insurance co-pays.
I recently found out many prisons require a copay from prisoners for medical treatment. A little extra wage garnishment on their near-slave labor, as a treat.

I'm not sure how this jail handles the release of funds while still in custody though.
Money sent here may not be transferable to a lawyer and may only be usable for commissary with the remainder payable on release.
They aren't the brightest bunch and would probably try to get me to do something against my best interest.

So IMO private institutions are obviously very interested in increasing the number of imprisoned people no matter the actual crime rates.

You won't go to jail directly for the debt, but losing your home or a loved one because you can't pay up sure does make one desperate.
Desperate people make desperate decisions.
So many people think that premiums are going to hospitals or doctors.
It took this to get them to pay attention and realize where all that money is going.
Many chronic-pain or Disabled people out here who do not reach that level.
