Carolyn and kathleen are right. Make this fun. Pick your chain, jump rope, a lasso, a pool noodle. Pick your chain buddy and have a new head of the chain each day. Use marching steps and songs and a goal that involves a treat or surprise.

Literally every day care does this—the kids hang onto the rope. When I worked in a toddler room 30 years ago we ran after them like sheep dogs—this is so much safer. Seriously don’t you have other things to be offended by? This is nuts…
Also, toddlers typically enjoy this kind of thing. That is the secret to working with toddlers: give them something tangible *to do* (e.g., hold on to this daisy chain) instead of tell them they not to do something (don't run away) or to do something abstract and/or static (stay together/with me).
They aren’t tied up! It’s called a walking rope and there is a little handle for each child to hold. It helps to hold their attention while walking. Come on people!

I would definitely have wanted my toddlers protected while in the wild. They are totally unpredictable take orders as suggestions and even laugh in your face when you tell them to stay close or no running. I'd have wanted mine to come home at the end of the day so this is OK!

I one watched a guy put his toddler down to grab his wallet out of his back pocket. As soon as the kid's feet touched the ground he was off like a shot... right into traffic. Thankfully the kid was fine but since witnessing that I COMPLETELY UNDERSTAND leashing a toddler.
They don’t appear to be tied, they have a cord with a place for each child to hold, the teacher hold one end and usually another teacher, the other end. I have seen it often in the USA on visits.

When I was 8 and my grandmother took me to Florida and Disneyland, she had me on a leash, as I was a hyperactive ADHD kid and would have disappeared. I had no idea I was being oppressed.
Some kids (or all of them, if they're young enough) have zero situational awareness and will walk right into traffic if they see a bug or something shiny. The alternative is to lock them indoors, which is even more restrictive.
This is super standard when walking young kids around (I used to work in childcare nearly 20 years ago) - It kept them all on the right path and encouraged them along.
I guess the "onion person" has no children. When you have 1-3 yr old, learning to walk, these ropes help. I had a walker rope for my son. There was a velcro wrist strap and I had the other end. It was great for walking in the mall. But he figured out how to undo the velcro and would run for it.
By the way, I don't see that these children are tied. Usually what is done is to use a long rope of cloth with attached mini-ropes that each child holds onto.
Depends on how many adults the teacher has to assist in the walk. If not enough adults are available, the choices are to forgo the walk, or use ties to keep the children safe. It can be turned into a game.

The twos and I had fire drills. I had them walk holding hands, but they really don't like touching each other. I carried the one prone to running. A lead is a great idea. Toddlers are tough. I told them if we practiced, they'd get to see the firetruck. I also said the month was named after me.
I think it's better to do this then let them roam free and this way, they experience the world while still safe. No one can abduct a child if they are all connected.
Its fine it's a safety practice teachers have done for literally decades & look how cute they are - my kids got tied in these little lines in pre-K - really so cute & they get outside safely if you pretend to think this is a bad practice you need to stop being a complainer about nothing & grow up
As a former daycare teacher, I can attest that no teacher can watch more than 10 toddlers at a time without help. Creative ways are in order to keep them safe, and return them home to their parents by the end of the day in one piece.
