We’re stealing money from the universities to distract us from the hoarded capital of single individual people that exceeds that of institutions serving *millions* of people.

Might some colleges have more latitude than others to tweak their spending?
Can you point me in the direction to get some of these answers?

These gifts are generally for something specific: scholarships, support for a specific department, research on a specific disease.
Typically, we are self funding the IDC component of philanthropically funded research or simply stretching the federal IDCs since philanthropically funded research is not included in the IDC formulation.

Also: some large endowments are bringing in cash that can spent unrestricted, but it's nowhere near enough+ is already plugging other budget holes.
