Sure, but if Estonia is anything like Finland or a German state, the education ministry makes decisions on funding, curriculum, etc. In the US, these are devolved to local districts with local funding (so rich areas get more money for schools than poor ones); the federal department does very little.

And unfortunately, because US education policy is so local, so is discourse on it. I don't know Estonia, but in Finland, Sweden, German states, etc., parties contest elections on this issue. In the US, they don't, and state control of curriculum and equal funding are both considered tyranny.

One big difference is a lot of US states do *incredibly* badly in international comparisons (mainly in the south). Whereas the Canadian ones all do OK, and Ontario does very well.
