No, that's not a root, that's a top-level domain, which is one below the root. The root is "" (usually symbolized as "." but technically that's the separator and not part of the label itself).
pretty sure gTLDs can't have DNS records per ICANN rules. they definitely can't have A records, not sure about TXT though. if they can, we could also have @google and @amazon
